Policy on Paternity Support and Family Participation at Al-Ayen Iraqi University


(References: University Service Law No. 23 of 2008, Civil Service Law No. 24 of 1960, Effective Financial Laws)

 1: General Framework and Commitment

  • Al-Ayen Iraqi University is committed to supporting family ties for its affiliates and students, emphasizing the importance of the father's role in childcare and ensuring family stability, while fully adhering to the limits and procedures stipulated in effective Iraqi legislation.

2: Support for the Employee Father (Faculty and Administrative Staff)

The university grants the employee father (faculty and administrative staff) the following rights upon the birth of a child, within the limits of the authority granted to it by law:

  1. Paternity Leave upon Birth (Procedural):
  • The employee father is granted the right to be absent from official duty for three (3) paid working days in the event of a child's birth, which shall be calculated as casual leave (Ijazat Aridha) in accordance with the Civil Service Law.
  • The official birth document must be submitted within one week from the date of return to duty.

     2. Utilization of Accumulated Leave:

  •  The employee father has the right to utilize his accumulated balance of ordinary leave (Ijazat E'tiyadiya) stipulated in the University Service Law or the Civil Service Law for the purpose of assisting in childcare during the post-natal period.
  • Leave is granted based on a formal request and the approval of the university president or their authorized delegate.

    3. Financial Allowances:

  • The employee father shall be paid family dependency allowances for his children in accordance with effective financial legislation, supporting his economic duties towards the family.

    4. Health Coverage:

  •  The children of the employee father shall be treated equally with the employee for the purpose of obtaining health care services and medical treatment in governmental institutions at reduced fees, based on the provisions of the Civil Service Law.

3: Support for the Student Father (Undergraduate and Postgraduate)

Issues related to the student father's academic path are handled within the regulations of the Ministry of Higher Education, and the university provides the following facilities:

  1.  Attendance and Absence Flexibility:
  •  The student father is granted the right to a justified absence for a maximum of three (3) working days due to the birth of a child or the child's sudden illness, and these days shall not be counted towards the allowed absence ratio for the course.
  •  Documentary evidence must be submitted to the concerned college deanship or department within one week.

     2. Facilitation of Academic Deferral:

  •  Should the student father be compelled to dedicate time to childcare or face compelling family circumstances, priority shall be given to his request for academic deferral, provided he meets the conditions and regulations stipulated in the effective Student Affairs Instructions, and the request is supported by official documentation
