Al-Ayen Iraqi University Policy for Equality in Employment and Wages


Vision:

Al-Ayen University of Iraq is committed to being a leading work environment and educational institution built on justice, inclusivity, and equal opportunities, where all employees are valued based on their competence and contributions, regardless of their gender.

Objective:

This policy aims to guarantee and implement the principle of full equality in all aspects of employment and wages, and to close and eliminate the gender gap, thereby creating a fair, productive, and motivating work environment for all University employees.

Scope of Application:

This policy applies to all personnel working at Al-Ayen University of Iraq, including faculty members, administrative staff, technical personnel, and all contractors, across all levels and stages of employment, from application and appointment to promotions, training, and the determination of wages and allowances.

Core Principles of the Policy:

1. Equal Pay for Work of Equal Value:

• The University is committed to granting equal wages and allowances to employees performing work of equal value, taking into account academic qualifications, experience, years of service, nature of tasks, and level of professional responsibility, independently of the employee’s gender.

• Wages structures will be periodically reviewed to ensure the absence of unjustified gender gaps.

2. Equal Opportunities in Employment and Promotion:

• All available job opportunities and career path development (promotions and training) shall be advertised transparently and openly. The selection, appointment, and promotion process will be based exclusively on competence, qualifications, experience, and achievements.

• Discrimination on the basis of gender in any stage of employment or promotion is strictly prohibited.

3. Removal of Barriers and Closing Gaps:

• The University will actively work to identify and remove any barriers that may hinder the progress or participation of any gender in the work environment.

• The University will regularly analyze employment and wage data to identify any gender gaps and take the necessary corrective actions to address them.

4. Legal and Ethical Compliance:

• The University is fully committed to the Iraqi Labor and Civil Service Laws that guarantee equality and non-discrimination.

• The University affirms its commitment to the United Nations Sustainable Development Goals (SDGs), specifically Goal 5 related to Gender Equality.

5. Women's Empowerment Unit:

• The Women's Empowerment Unit in the University will maintain its pivotal role in promoting and implementing the principles of this policy, providing necessary support to employees, and contributing to monitoring the policy's implementation and evaluating its effectiveness.

• The Unit will serve as a main point of contact for any inquiries or complaints related to gender discrimination in wages or employment.

6. Training and Awareness:

• The University will organize continuous training and awareness programs for all employees, especially those responsible for recruitment and Human Resources, to enhance awareness of the importance of gender equality and how to apply this policy effectively.

Responsibility:

The responsibility for implementing this policy rests with all administrative leadership and relevant departments within the University, with an oversight and coordinating role assigned to the Women's Empowerment Unit, the Human Resources Department, and the Legal Affairs Department.

Review and Evaluation:

This policy will be periodically reviewed and evaluated (annually or as needed) to ensure its continued relevance, effectiveness in meeting its objectives, and alignment with best practices and standards.
