Al-Ayen Iraqi University—Salary and Allowances Policy


Article (1): Objective and Scope of Application

This policy aims to define the foundations and components governing the calculation and disbursement of salaries, allowances, and bonuses for all employees at Al-Ayen Iraqi University. This is done in compliance with the Amended University Service Law No. (23) of 2008, the State and Public Sector Employees' Salaries Law No. (22) of 2008, and the instructions issued by the Iraqi Ministry of Higher Education and Scientific Research. This policy applies to faculty members, technical staff, and administrative staff at the university.

Article (2): Components of Total Remuneration

The total monthly remuneration received by the employee consists of the following elements:

1. Basic Salary: The monetary amount allocated to the employee's job grade. This is determined according to the Internal Salary Scale of Al-Ayen University, which is set by the university's Board of Directors and must be competitive to ensure the attraction of competencies.

2. Allowances: Monetary amounts added to the basic salary to compensate the employee for the nature of their work or qualifications.

3. Bonuses and Incentives: Amounts paid once or periodically for outstanding performance or scientific production.

Article (3): Provisions for Allowances for Faculty Members (Covered by the University Service Law)

Faculty members at the university are granted the following allowances based on the University Service Law:

1. University Service Allowance:

• The scientifically dedicated university service employee is granted a monthly University Service Allowance at a rate of (100%) one hundred percent of their Basic Salary.

• This allowance is also disbursed to faculty members during holidays, ordinary and sick leaves, maternity leave, and official assignments, provided they maintain dedication/full-time status.

2. Certificate and Scientific Title Allowances:

• Certificate allowances (Ph.D., Master's, etc.) and scientific title allowances (Professor, Assistant Professor, Lecturer, etc.) are granted at the rates stipulated in the laws and instructions enforced by the Ministry of Higher Education and Scientific Research.

3. Position Allowance:

• This allowance is granted to occupants of administrative positions (e.g., Deans, Heads of Departments) at a rate determined by a resolution of the University's Board of Directors.

Article (4): Provisions for Allowances for Technical and Administrative Staff

Employees who do not fall under the category of university service are granted the following allowances:

1. Technical Staff: Technical staff working at the university are granted allowances at a rate of one hundred percent (100%) of the basic salary, in accordance with the provisions of the University Service Law that include this category.

2. Administrative Staff: Administrative staff whose presence is required alongside university service employees are granted the university service allowance at a rate of seventy-five percent (75%) of the basic salary.

Article (5): Incentives and Bonuses

1. Scientific Production Bonuses: The University allocates monetary amounts as incentive bonuses to faculty members for their distinguished scientific achievements, such as:

• Publishing research in reputable international scientific journals (with an impact factor).

• Authoring, translating, or editing scientific or reference books.

• Registering patents.

• (The value of each bonus is determined by a special resolution of the University Council).

2. Retirement Bonus: A university service employee referred to retirement is entitled to receive their nominal salaries for the duration of the annual holiday leave (60 days), in addition to accumulated ordinary leaves, provided that the total period for which salaries are paid does not exceed (180) days.

Article (6): General Provisions

1. Study Leave: An employee (faculty or technical/administrative) on study leave is granted half of their basic salary and half of the allowances for the entire duration of the leave, in accordance with the law.

2. Amendment and Review: The University Administration shall periodically review the internal salary scale and the allowances specified in this policy (annually or upon the issuance of new government legislation) to ensure legal compliance and competitiveness.

3. Legal Reference: In the event of any conflict between the provisions of this policy and the laws and instructions enforced by the Ministry of Higher Education, the provisions of the enforced laws and instructions shall prevail.
